CR 12, Oak Street, Improvements

Project Location: Amityville in the Town of Babylon
Client: Suffolk County Department of Public Works

Suffolk County Department of Public Works (SCDPW) designed the plans and specifications for the improvements to CR 12, Oak Street, from CR 1, County Line Road to the vicinity of Garfield Avenue with an estimated Construction Cost of $6.75M. The project was funded by the Governor’s Office of Storm Recovery (GOSR) and included the reconstruction of the entire roadway and included drainage, a new concrete culvert, asphalt pavement, traffic signal installation, and line striping. N+P provided a full-time Resident Engineer, Inspector, and Inspector/Office Engineer. The project team monitored the contractor’s compliance and assisted the contractor and the County in meeting Governor’s Office of Storm Recovery (GOSR), Federal and NYSDOT reporting requirements.

The services provided by the construction support and inspection staff included, but were not limited to:

  • Coordinate implementation of maintenance and protection of traffic plan developed for the project;
  • Assist with coordination of various activities between the contractor, utility companies, and Suffolk County representatives prior to and during construction;
  • Coordinate with local residents, businesses, police, fire & safety officials and municipal agencies;
  • Review contractor’s proposals for modifications or substitutions and evaluate claims, review manufacturer’s certifications for substantial conformance with the specifications;
  • Review contractor’s submittals including work schedule, list of subcontractors and suppliers; monitor work schedule and address changes at weekly job meetings;
  • Prepare change orders as the project requires for approval with the County of Suffolk and GOSR;
  • Resolve any conflicts concerning the design drawings or for the interpretation of the plans and specifications;
  • Observe and record daily work performed and maintain records in MURK and SMURK formats;
  • Observe that the contractor is in substantial compliance with the requirements of the approved plans;
  • Perform acceptance testing of in-place base material for compliance with compaction criteria;
  • With the assistance of a testing laboratory, provide compaction and materials testing services during excavation procedures and coordinate with the Suffolk County Laboratory;
  • Prepare monthly contractor estimates and review contractor’s claims for payment;
  • Prepare periodic punch lists for the completion and/or repair of improvement items as required;
