Nelson + Pope is managed by several partners, each licensed by the State of New York as a Professional Engineer, Architect or Land Surveyor.

Our partners provide specific expertise in engineering, architecture, land surveying, transportation and planning that is unique within the industry. All of our partners are involved in the management and coordination of all projects from inception to completion. The diverse leadership of N+P couples the experience of our senior partners with the innovation and enthusiasm of our younger partners and staff.

Thomas F. Lembo, PE

Having over 30 years of experience, Tom is an expert in water & wastewater engineering. His in-depth knowledge of the intricacies of wastewater treatment, conveyance and disposal on Long Island and in New York City provides our clients a path to successful project completion. Tom provides implementation and management of both design and construction phases of sewage treatment plants, pump station and force mains, chemical containment projects, collection systems, water distribution systems and site development projects. He also represents the firm at meetings with various clients, for municipal review and approval agencies. Tom earned his Bachelor of Science in Civil Engineering from Manhattan College. He is a licensed Professional Engineer in the States of New York and Florida and is a member of the New York Water Environment Association and Water Environment Foundation.

Eric J. McFerran, PE

Eric has over 30 years of experience in municipal and private sector projects including parks, roadways, traffic studies, waterfront and construction services. He currently provides oversight, quality assurance and technical assistance to department heads, project managers and project engineers. Eric also provides oversight for the Mechanical/Electrical/Plumbing Division. Throughout his career, Eric has successfully managed many of long island’s largest roadway/traffic and parks infrastructure projects. He earned his Bachelor of Science in Civil Engineering from the University of Rhode Island. Eric is a licensed professional engineer in the State of New York and a member of the American Society of Civil Engineers, Institute of Transportation Engineers and National Society of Professional Engineers.

Thomas C. Dixon, PE

Tom provides civil/site engineering services for land development and municipal infrastructure projects and specializes in stormwater management and waterfront structures. Working on Long Island projects for over 25 years, Tom has gained a unique and thorough understanding of the land development process. He is well known by our clients for his diligence, high performance and responsiveness. Tom has successfully managed many of Long Island’s largest residential and commercial developments and has provided engineering services for campus expansion to numerous hospitals and schools. He is well known by countless municipalities and boards for his expertise in site planning and engineering. After graduating from Lehigh University with a Bachelor of Science in Civil Engineering, Tom earned a Master of Environmental Engineering from Manhattan College. He is a licensed Professional Engineer in the States of New York and Connecticut and is a member of the American Society of Professional Engineers. Tom also maintains a Captain’s license from the United States Coast Guard.

Gregory D. Peterman, PLS, CPESC

Greg has over 40 years of field and office land surveying experience and manages the firms Survey Department. He has extensive experience managing multi-million-dollar survey contracts on Long Island and within New York City’s five boroughs and fully understands the necessity to provide accurate and detailed survey/mapping services. Greg oversees the firm’s construction layout services and is known in the industry for his expertise, accuracy and quick response. In addition to overseeing the survey department on a day to day basis he is responsible for the preparation of all survey deliverables and contract documents. Greg earned his Bachelor of Science in Geology from SUNY at Cortland and an AAS in Civil Engineering Technology from Nassau Community College. He is a licensed professional Land Surveyor in the States of New York and Connecticut and is a member of the National Society of Professional Surveyors, NYS Association of Professional Land Surveyors and Connecticut Association of Land Surveyors, Inc.

Russell Z. Scott, PE

Russ has 25 years of experience in transportation engineering and planning for private and public-sector clients. He currently serves as the department head for the Transportation/Municipal Site Department by managing both the civil and traffic engineering aspects of projects. His team specializes in municipal work performing parks design, traffic engineering, roadway engineering and construction services. He has successfully managed many roadway and traffic infrastructure projects in Suffolk, Nassau and Westchester Counties. Projects typically under Mr. Scott’s direction include green infrastructure and stormwater drainage improvements, roundabout design, traffic signal and emergency preemption design; roadway signing and pavement marking design; roadway and intersection geometric design; and design of traffic calming devices. Russ earned his Bachelor of Science in Civil Engineering from Rensselaer Polytechnic Institute. He is a licensed professional engineer in the State of New York and a member of the American Society of Civil Engineers.

John R. Perrotta, PE

John has 25 years of experience in civil, mechanical, electrical, and plumbing engineering for municipal and private projects throughout Long Island and New York. He currently serves as the department head for the Mechanical, Electrical Plumbing and Fire Protection department. His responsibilities have included the design and project management of building mechanical, electrical, plumbing and fire protection systems; CNG fueling facilities and liquid motor fueling facilities, marinas, parks, lighting, energy management and energy efficiency improvements for buildings and facilities, and site construction projects. During his tenure at Nelson + Pope, John started the MEP department as the sole employee and the department has been growing ever since. He is recognized for developing new relationships with clients and creating new opportunities for his department. In addition, John supports the architecture, site, and transportation departments. He received his BS, Engineering, Lehigh University and is and is licensed Professional Engineer in the states of New York, New Jersey, Connecticut, Pennsylvania, and Florida. John is a member of the National Fire Protection Association and American Society of Heating and Air-Conditioning Engineers.

Christopher C. Voorhis, PE

Christopher brings 20 years of experience in civil and site engineering, supporting multi-family, commercial, industrial, and waterfront development projects for municipal and private clients throughout Long Island. With extensive expertise in site design and infrastructure planning, Mr. Voorhis has contributed to projects involving grading and drainage, stormwater management systems, utility coordination, shoreline stabilization, and regulatory compliance. As Associate Partner in the Civil & Site Engineering Department, Christopher oversees the development of site plans and provides technical leadership from design through construction coordinating multidisciplinary project teams to ensure project success. He is valued for his practical solutions-focused approach to complex site challenges and his ability to deliver coordinated, constructible designs. Christopher earned his Bachelor of Science in Ocean Engineering from the University of Rhode Island and is a licensed Professional Engineer in the State of New York.

Joseph DeLuca, PE

Joseph has 18 years of experience in transportation and municipal engineering, with a concentration on roadway, traffic signal, drainage, and infrastructure improvement projects throughout Long Island. Over the course of his professional experience, Mr. DeLuca has supported municipal and private-sector clients by advancing projects from initial concept through final delivery, working closely with local, county, and state agencies. As an Associate Partner in the Transportation & Municipal Engineering Department, Joseph leads the preparation of construction documents and provides technical and construction-phase support for complex transportation and municipal infrastructure projects. He is recognized for his ability to coordinate multidisciplinary teams and deliver practical, cost-effective solutions tailored to each client’s needs. Joseph earned his Bachelor of Science in Civil Engineering from the University of Hartford and is a licensed Professional Engineer in the State of New York.

Kyle C. Kern, PE

Kyle has 18 years of experience in water and wastewater engineering, specializing in the planning, design, and construction oversight of wastewater treatment facilities, pumping stations, and water distribution systems across Long Island. Throughout his career, Mr. Kern has provided design and construction-phase services for municipal and private infrastructure projects, including wastewater treatment facilities and conveyance systems. As an Associate Partner in the Water & Wastewater Engineering Department, Kyle leads project teams, oversees the development of construction drawings and specifications and provides strategic guidance during all phases of project delivery. He is recognized for his comprehensive understanding of regulatory requirements and his ability to efficiently guide projects from initial design through successful construction. He earned his Bachelor of Science in Civil Engineering from Polytechnic University and is a licensed Professional Engineer in the State of New York.

Matthew A. DiBiase, PE

Matthew has over 11 years of experience in mechanical, electrical, plumbing, and fire protection engineering, supporting municipal and private projects throughout Long Island and New York. Drawing on his extensive professional experience, Mr. DiBiase has provided engineering services for building systems, site utilities, energy management, and infrastructure improvements across a wide range of project types. As an Associate Partner in the Mechanical, Electrical, Plumbing & Fire Protection and Municipal Engineering Departments, Matthew leads the preparation of construction documents and provides technical guidance and construction-phase support for complex public and private facilities. He is recognized for his strong technical background and collaborative approach to delivering efficient, reliable building systems. Matthew earned his Bachelor of Science in Engineering, magna cum laude, and his Master of Science in Energy Management, with distinction, from the New York Institute of Technology, and is a licensed Professional Engineer in the State of New York.
