Partners

Nelson & Pope is managed by nine partners and each is a registered Professional Engineer, Architect or Land Surveyor.  Each of the owners provides specific expertise in the fields of civil engineering/land surveying/planning that is unique within the industry.  The diverse leadership of Nelson & Pope couples the experience of our senior partners with the innovation and enthusiasm of our younger partners.
Joseph R. Epifania, P.E.

Joe Epifania has nearly 40 years experience in the transportation engineering field and provides general oversight and quality assurance for much of the transportation, parks and construction inspection services.  He is recognized by numerous Village and Town Boards to provide expert testimony in the field of traffic engineering and analysis and has been serving the needs of municipal clients throughout his career.

Joe earned his Bachelor of Science in Civil Engineering from Manhattan College.  He is a registered Professional Engineer in the State of New York and a member of the Institute of Transportation Engineers.

Robert G. Nelson, Jr., P.E., LEED® AP ND

For over 35 years, Bob has been providing planning and civil engineering evaluation, analysis and design for residential, commercial, multi-use and municipal site, infrastructure development and reconstruction projects; sustainable development and Green infrastructure design; park and golf course development; storm-water management and waterfront re-development.  He is recognized as a problem solver and has an ability to think outside of the box to develop solutions to unique projects.

After earning his Bachelors of Science in Civil Engineering from Worcester Polytechnic Institute, Bob earned a Masters of Civil Engineering from Worcester Polytechnic Institute.  He is a registered Professional Engineer in the State of New York and is also a member of the American Society of Civil Engineers and the Society of Professional Engineers.

Thomas F. Lembo, P.E.

Tom Lembo is an expert in the field of water and wastewater engineering on Long Island.  Tom has over 20 years of experience working on projects in Nassau and Suffolk counties as well as the City of New York.  His in-depth knowledge of the intricacies of wastewater treatment, conveyance and disposal on Long Island provides our clients a path to successful project completion.

Tom earned his Bachelor of Science in Civil Engineering from Manhattan College.  He is a registered Professional Engineer in the States of New York and Florida and is also a member of the Water Environment Federation.

Eric J. McFerran, P.E.

Eric McFerran has nearly 20 years experience in transportation engineering and planning for private and public sector clients.  He currently manages a team that specializes in municipal work performing parks & recreation design, traffic engineering, roadway engineering and construction inspection.  Eric has successfully managed many of Long Island’s largest roadway and traffic infrastructure projects.

Eric earned his Bachelor of Science in Civil Engineering from the University of Rhode Island.  He is a registered Professional Engineer in the State of New York and is a member of the American Society of Civil Engineers and the Institute of Transportation Engineers.

Thomas C. Dixon, P.E.

Tom Dixon provides civil/site engineering services and specializes in stormwater management and waterfront structures.  Working on Long Island projects for over 15 years, Tom has gained a thorough understanding of the land development process.  He is well known by our clients for his diligence, high performance and responsiveness.  Tom has successfully managed many of Long Island’s largest residential community developments and has provided engineering services for campus expansion to numerous hospitals and schools.

After graduating from Lehigh University with a Bachelor of Science in Civil Engineering, Tom earned a Masters of Environmental Engineering from Manhattan College.  He is a registered Professional Engineer in the States of New York and Connecticut and is a member of the Society of Professional Engineers.  Tom also maintains a Captain’s license from the United States Coast Guard.

Gregory D. Peterman, P.L.S.

Greg Peterman has over 25 years of field and office land surveying experience.  He manages the firm’s construction layout services and is known in the industry for his expertise, accuracy and quick response.  Greg has been providing surveying services for numerous years for the City of New York and the State of New York and is quite familiar with the land surveying and mapping standards of these clients.  Greg has managed the surveying services for some of the largest construction projects on Long Island.

Greg earned his Bachelor of Science in Geology from SUNY at Cortland.  He is a registered Professional Land Surveyor in the States of New York and Connecticut and is a member of the Association of Professional Land Surveyors and National Society of Professional Surveyors.  Greg is also a certified professional in erosion and sediment control.

Russell Z. Scott, P.E.
Russ has 18 years of experience in transportation engineering and planning for private and public-sector clients.  He currently helps lead the transportation department by managing both the civil and traffic engineering aspects of projects.  His team specializes in municipal work performing parks & recreation design, traffic engineering, roadway engineering and construction inspection.  He has successfully managed many roadway and traffic infrastructure projects both in Suffolk and Nassau County.

Russ earned his Bachelor of Science in Civil Engineering from Rensselaer Polytechnic Institute. He is a licensed professional engineer in the State of New York and a member of the American Society of Civil Engineers and New York State Association of Transportation Engineers.

Michael A. Sciara, RA, LEED AP
Michael is a Registered Architect in New York State with over 20 years of experience in the design, planning and implementation of projects for private and public-sector clients. His portfolio includes many large-scale Health Care, Commercial, Retail, Mixed-Use Residential, K-12 Education, and Hospitality spaces. Michael’s greatest asset to his clients is the level of care and personal attention he gives to each project, as well as his exceptional ability to systematically manage the project from Schematic Design through Construction Close Out.  As Partner of the firm’s Architecture division, Michael oversees a team of talented architects and designers to ensure that the client’s program and vision are fully implemented.  He implements the division’s quality assurance and control policies and performs constructability reviews to ensure projects are delivered with the utmost standard of professional care.

Michael received his Bachelors of Architecture, Cum Laude and his Masters of Architecture in Urban & Regional Design with Distinction from New York Institute of Technology.  He is a member of the National Council of Architectural Registration Boards, American Institute of Architects (AIA) Long Island Chapter and the New York Chapter, American College of Healthcare Administrators and is a board member for New Ground Properties, Inc., a Non-Profit Real Estate Organization.

Matthew Crane, P.L.S.
Matt has over 35 years of experience in land surveying and mapping.  He oversees the scheduling and review of field crews, surveyors, and drafts people in addition to supervision of the day to day operations. This includes the reviews of subdivisions, site plans, as-built, title and ALTA surveys as well as billing and accounts receivable.  Matt built his career on a foundation of field forestry training and US government employment as a firefighter, which when combined brings a versatile and progressive insight to his profession.

He received his AAS Degree from New York State Ranger School in 1979 and is licensed Professional Land Surveyor in the State of New York.  Matt is a member of the National Society of Land Surveyors, Nassau-Suffolk Civil Engineers, Inc. where he was past President and currently serves as a Trustee and previously served on the Board of Directors for the New York State Association of Professional Land Surveyors representing his Regional Association.
